Independent Chair – UK Rules Group

UK Athletics are seeking to recruit a new Independent Chair to lead and oversee the UKA Rules Group (for additional information on the Rules Group, please see the; ‘UKA Rules Group – Background, Duties and Appointments’ section below).

This individual will work collaboratively with the UKA Board, Senior Executives, and other key stakeholders to ensure that the Rues Group operates effectively and functions efficiently in line with the groups wider Terms of Reference.


The Independent Chair’s primary role is to oversee the Rules Group to ensure that it can effectively provide advice and make recommendations to the Board of UKA.

Note: It is acknowledged that any potential candidate may not necessarily possess all attributes listed in the Knowledge, skills and experience sections above and consideration will be given to any potential candidate who is deemed to have the correct skillset in order to effectively lead and Chair the group.


  • Remuneration: £3,000 per annum. In addition; travel and other reasonable expenses will be paid (which are agreed in advance).
  • Time Commitment: We anticipate the time commitment being approximately 1 day per month on average with approx. 4-5 x meetings per year.
  • Term:   The appointment will be for an initial period of two years with the opportunity for this to be extended by mutual agreement, for another two year term. The Chair can be appointed up to a maximum of 8 years. In two year increments.
  1. This role profile is not to be regarded as exclusive or exhaustive.  It is intended as an outline indication of the areas of activity you will be required to work and with consultation can be amended in the light of the changing needs of the organisation. 


  1. The Group’s role is to advise, and make recommendations to, the UKA Board from time to time, as appropriate, concerning, and only concerning, matters relating to the rules for competition adopted for regulation of the conduct of all competition disciplines of the sport of Athletics in the UK (the ‘Rules’). Such advice also extends to:
    1. proposals for changes to, or clarification of, the Rules, whether received from World Athletics (“WA”), World Para Athletics (“WPA”) or otherwise;
    2. any regulations, directives, policies or codes of WA or UKA which are affected by, or are likely to affect, as the case may be, the Rules, and upon which the Group shall be consulted or which the Group has otherwise had brought to its attention; and
    3. any other matter assigned to it by the Board from time to time.
  1. The Group will be comprised of no less than 6 and no more than 8 individuals (including the Chair, the accountable executive and the administrator) and shall between them possess such skills and experience as may be required from time to time for the Group properly to conduct its role. Where a vacancy arises, or an additional appointment would benefit the Group’s work, the Group shall take such steps as may be necessary to identify a suitable candidate. Once a candidate with the relevant skills and experience is identified, the Group shall provide the Board with appropriate information to enable it to confirm the appointment.
  1. Members may serve for so long as it is considered their skills and experience are valuable to the performance of the Group’s role, provided that the chair shall serve for a maximum period of eight years and a relevant review shall be conducted every two years to ensure that all members continue to have the necessary skills, and the time to devote to the Group’s work. A member may resign at any time and may be removed by the UKA Board in the case of wilful misconduct or of a recommendation of the Group following any biennial review.
